The governments intervene by establishing the regional cooperatives, whereby Tanga Regional Cooperative Union (TARECU) founded in Tanga.

TARECU works with farmers which produce coffee, cotton, cardamom and other crops. TARECU collapses and fail to operate.

In 1994 Usambara Regional Cooperative Union 1994 Ltd is then established. The suggestion brought up by a priest Father Athanas Meixiner.
