You will be the primary counterpart to the E&L Lead.

DUTIES AND RESPONSIBILITIES

M&E Framework Design & ImplementationDevelop, operationalize, and continuously update comprehensive internal M&E frameworks, Logical Frameworks (LogFrames), Results Measurement and Learning (RML) Plans, and performance indicators.

Clearly document our project Impact Pathway and its alignment with the overall FRP Theory of Change and assumptions.

Design scientifically sound qualitative and quantitative data collection methodologies, baseline tools, and standardized reporting templates for both internal and FRP purposes.

Systematically track, monitor, and evaluate project outputs, immediate outcomes, and long-term socio-economic and environmental impact indicators.

Align all internal tracking systems with international donor guidelines (FRP), corporate strategic goals, and standard evaluation benchmarks.

Establish and Manage Participant Record: Establish and maintain a complete, census-based, individual-level record of every person receiving Work-Enabling Support to qualify for Work-Enabling Support (WEO) . Every individual must have a unique reference number that stays with them to record repeat support without double-counting.

Minimum System Compliance: Ensure your system meets FRP individual registration and longitudinal tracking, duplicate prevention, multiple support records per person, consent management, traceability/auditability, mobile/web offline capture, validation rules, and GMS export.

Establish, secure, and maintain up-to-date project databases, Management Information Systems (MIS), and data visualization dashboards (Power BI / Excel / Kobo / CommCare).

Transform raw data into highly structured analytical reports, trend analyses, and performance summaries for executive review.

Ensure maximum data integrity and enforce data protection protocols across all digital and physical storage, including the Tanzania Personal Data Protection Act (PDPA) 2022. Manage informed consent per FRP  (3 separate consents: storage, sharing with FRP/Foundation, and future re-contact).

Submit WEO data every 6 months via GMS (Jan-Jun, Jul-Dec cycle). Provide a clean sampling frame for FRP’s independent YiW surveys

Verify the source evidence behind every WEO record, registers, disbursement records, attendance sheets, and platform logs.

Institutional Reporting, Learning & Knowledge Management

Formulate and compile technically accurate, data-driven monthly, quarterly, and annual M&E reports on participant-specific indicators and WEO.

Provide the necessary statistical data, case studies, and compliance figures required to satisfy strict institutional donor reporting cycles and disbursement decisions.Identify, document, and cross-share institutional “lessons learned,” success stories, best practices, and operational bottleneck mitigations to turn data into learning for adaptation.
